What level of insurance is on the building? You could try and say your service charge must be fixed for 5 years. When I had a flat it started putting up by large sums after 3 years.0

Things went quite well with DW, they were happy to negotiate. We finally managed to get almost 10% off the asking price.
They agreed on 13k reduction 10k stamp duty paid and 5k contribution to the flooring.
