Apologies in advance as this is complicated. But worth knowing about!
Will there just be the three of you in the house when they move in? If so, then it may be possible to keep the 25% council tax discount for a single person.
This would happen if your father can be exempted from council tax on grounds of severe mental impairment AND if he gets higher rate AA and you are caring for your father for at least 35 hours a week, so that you should not be counted for council tax either. That would leave one adult, your mother, so the 25% single person discount should apply. NB this won't work if your mother is the nominated carer because the rules say that spouses cannot claim council tax exemption on these grounds. http://www.nwleics.gov.uk/pages/council_tax_carer_discount0
