Re: NRP being a student, under new (2003) rules this means they automatically qualify for a nil assessment even if they are working. Earnings can only be taken into account if the PWC applies for a variation for it to be considered, and then only if the income is at least £100 net a week. If the NRP's household is receiving working tax credit, you cannot apply for a variation at all. Additionally, if you don't know specific information like where he is working and what his earnings are roughly, your application will be unlikely to get past the first stage.
Re: conversion, there are a number of scenarios that could trigger this. Another PWC may have applied for maintenance from him, he could have applied to receive maintenance as a PWC or if you have applied to receive maintenance for a new child from another NRP. This isn't exhaustive and sometimes the trigger could be far removed from you both, but there are a set of rules that can sometimes have a domino effect on linked/associated cases.
Re: the missing arrears, I would ask CSA to provide an account breakdown showing how much you've been due since the beginning versus how much you've received. You could also consider asking for copies of your records under the Data Protection Act to see if there are any obvious blooper moments (request has to be I writing, £10 fee applies).
