BT charges

BT charge £25 to "disconnect" and "reconnect" a phone if you pay late, even if the disconnection only lasts a matter of seconds - this is computer driven after a set period of time and no physical work is required by BT to go to the exchange and do any of this work (I have worked for BT). The true cost must be under £1 (sending a letter).
Would I be right in thinking that the same principles of unfair charges applies in this case? I always get stung by this charge because I always find it difficult to get the money together for a quaterly bill, so I think I should be able to get a nice reduction on my next bill :beer:
