Step parents and student loan

Ive just come into my second year of university and have had my step mom listed on my student loan application since I applied for university. My step mom however doesn't provide for me in any way and never has done, she only contributes to bills with my dad and my dad only ever helps me out when he can with money which is rarely. Because of their combined income I am in the lowest possible bracket of maintenance loan. My question is do I have to list her as a supporting person on my application with student finance wales if she does not support me?

I believe that you do because, even though she isn't supporting, you she is supporting the household as a whole.
For example, she gives your dad some money which means that he "technically" has more money to then give to you if he chooses.

The whole point of stepparents is that they take responsibility. Schedule 4 of the regulations dictates that a biological parent plus their partner must declare all income.
