New C/C Balance transfer: Amount required not given???

I'm doing this on behalf of a friend.
They have a £7k outstanding debt on a MBNA CC. They are looking to transfer this to a 0% deal. Credit rating is good.
When you apply for the card are you now informed of the limit they are allowing before accepting it?
What my friend doesn't want is to accept the card to then find out that the new limit on the new card isn't enough to cover the old debt.
Any help appreciated.

    What's wrong with transferring a part of the balance?
