Malicious parking ticket Newham

Hi there,
Was just wondering if anybody had appealed against a similar PCN to this and could give advice. I'm pretty sure I haven't done anything wrong and that this will be dropped but I just want to make sure.
Basically I am a mobile cleaner and I parked outside a client's house for work. They live in Newham in an area with permits and the client's dad gave me a visitor's permit that he filled in. It contained all the relevant info including the parking zone.
Anyway I came out after work to discover a PCN under contravention code 16 - PArked in a permit space or zone without clearly displaying a valid permit. I was shocked as the permit was CLEARLY displayed on the dashboard for all to see.
So I appealed. Sent them a picture of the permit on the dashboard and everything. I didn't hear anything for weeks and then, today, 3rd Jan, I receive a letter saying that the PCN still counts 'because the visitor permit had been altered'. The only (slight) alteration that I can see is that the client's dad went over one of the number of my registration number to clarify it. There was a thin line underneath the one number but there is no way that this 'alteration' would have enabled anybody to commit fraud. Basically the council are being malicious.
They are saying that I committed the more serious offense of not showing a valid permit but I are pretty sure that showing an invalid permit is a lesser offense so they have made an error. Any advice? I'd really appreciate it. Thanks!

There is no different degrees in the penalty charge from one contravention to the other, so it's not worth conserdiring. What you need to do is pop over to https://www.pepipoo.com council forum and post a new thread there.
They will want to see scans of your PCN bothe sides, the image of your permit, scans of your rejection letter and photos of where you parked including the bay and signs.
Just upload them to photobucket.com and place the links in the thread.
