Can Severe Disability Premium be backdated?

enhanced disability premium is not means tested. every esa claimant, whether contribution based or income related will have it included in their applicable amount if they are entitled to the premium ie in support group. It is that total figure that is then compared against the persons income. It is not the whole premium that they dont get. I didn't want anyone getting confused and think that only people on income related esa can get enhanced disability premium.
DWP should be adding the relevant premiums onto claims calculations regardless of their financial situations, in the same way they add the support group premium onto an ESA claim calculation, but then maybe dont pay the claimant the full amount because of other incomes taken into account.
Its the premium in the calculations that are missing (and shouldn't be) rather than any payments. i can see why severe disability premium gets left off, as that requires the claimant to confirm certain facts to be entitled to it, but the enhanced disability premium is straightforward0
