    I think that once they have passed a residency test then they can start claiming.

    have a look at Habitual Residence test which they need to pass. It will look at whether they are 100% severing ties with the other country, have jobs, homes etc lined up in the UK, UK bank accounts etc and are not just moving back to claim benefits

    So they've sold both a house in the UK and one in Turkey and have nothing left from either?

    Leaving that to one side, why are they returning to the UK?

    What was the long term plan ? Surely in their fifties they could not have assumed that their money would last a lifetime. It looks like an incredibly ill thought out plan to retire early in a warm country where they assumed that the living cost would be a fraction of what it is in UK. Best of luck to them but apart from both of them working I do not know what else they can do.
