BPA to Pull the Plug on POPLA in 2013 ???

Just a bit of fanciful thinking on my part, sorry if I got anyone excited.

My prediction for 2013: POPLA to close.

Why?

6 full-time staff,
premises shared with PATAS
very few appeal fees coming in
all bills payable to London Councils
BPA members won't pay an extra £600k PA subscription fees for a service which will totally fail to give them the legal clout to persue Registered Keepers for Scam Parking Invoices
A torrent of negative publicity highlighting illegal, dishonest and abusive practices
Cases be brought against BPA members for Discrimination against Disability issues in the pipeline.

What do you guys think?

    The actual POFA legislation makes no mention of an Independent Appeal Service (IAS). The Dept. for Transport made it clear to the BPA that Schedule 4 would not be implemented until an IAS was in place, which is why this particular part of the Act didn't come into force until 01/10/12, unlike the rest of the POFA which was enacted in April.

    If the POPLA service were to be binned, and not replaced, I would imagine that would lead to Schedule 4 being suspended.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx.     It doesn't help with the sharp opractices that the PPCs are doing now popla is here, this is what I have observed already

    1) Not giving motorists information on popla on ivoices or appeals with them
    2) Certain PPCs putting an admin charge of upto £40 on day 28 of non payment
    3) A particular PPC having an appeal process that could last 6 months before even getting to popla
    4) PPCs unwilling to give popla codes despite being asked for them
    5) PPCs dragging out appeals by asking for irelevant information

    I await further points
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Regarding the scammers letters, should the first letter to keeper make specific reference to Popla or is slight reference to an Independent Adjudication Service' suffice??

    I ask as i'm finding conflicting info on the BPA site (there's a surprise).

    6) A particular PPC completely ignoring the whole POPLA thing and escalating to (fake) debt collector letters once the appeal has been rejected and further ignored.
