low user fees on share account

I have a few shares that are kept with FXCM but it is such a small holding and I can only top up with reinvesting the dividend twice a year. The broker introduced a low user fee 2 months ago without my knowledge - ie no letter, email etc which I complained about but they have just said, tough!
My question, is there a decent online broker out there who doesnt have a low user fee, everyone I look at seems to have hidden charges all over the place.
Any help would be greatly appreciated.
