A lot of sites/stores have parking included in the planning approval. For example, 3 hour with allowance for any user to wander off site and must be free.
The scammers often overlook this important detail and impose their own draconian rules.
Excel tried this in Bradford and got stuffed then kicked out.0 -

It will indeed come to nothing. But what about sending a pm to Martin Cutts who uses the same username (with gap between the words) when he posts here occasionally?
Martin campaigns for plainer language on signs etc., and his was the infamous case from Watchdog where that Horsey toff Simon Renshaw-Smith* of Excel actually tried a rare Small Claim (it wouldn't/couldn't have been Magistates Court as it's not a criminal offence, it's a firm alleging some money is owed!).

Martin is seen as something of an expert from the consumer's side of 'private parking' and dodgy signs/ticket wording, and he now takes part with the DVLA as part of a forum about private parking:
