Hi, twinkle, We are required to have a licence to watch TV, even without a TV set (not in public venues though, as someone else will have a bought a licence for that purpose). Have a look at this site:
    http://www.tvlicensing.co.uk/information/index.jsp

It says: "You need a TV Licence to use any television receiving equipment such as a TV set, set-top boxes, video or DVD recorders, computers or mobile phones to watch or record TV programmes as they are being shown on TV".

Personally I don't agree with the extortionate fees obtained by the BBC from TV licencing (particularly as you need a TV licence whether you watch BBC channels or not!) just so they can hand it over in bucket loads to the useless luvvies that the BBC employ once and then (via the old pals network) get work for the BBC for the rest of their lives - all out of licence payers money! Rant Over! :D

I'm not concerned whether you or anyone else has a TV licence! I just wanted to let you know that the law requires you to have one!

Technically, though, if you're watching it online, it's pre-shown already on terrestrial and what you're watching on the computer isnt actually "being shown" since it's been shown and is now online.

The easiest way (I know I shouldnt advocate this lol), is to simply not have your TV tuned into terrestrial and make with a freeview box. That way, if anyone comes out, your TV isnt tuned, it's just used for gaming :p

You only need a TV licence to watch live broadcasts. You are allowed to watch repeats/DVD's etc without having to pay the Goebbels propaganda TV tax

Thanks Mr.AZ. Yes, I had considered the notion of "being shown on TV" before I posted. It was probably quite simple to say "being shown on TV" in the old days when televisions were the only tool available to TV broadcasters, but the issue has become complicated by the variety of technologies available to receive TV programmes nowadays.

Although the C4 programmes have already been shown on terrestrial TV, I suspect that TV licensing would argue that they are being shown again, if you are able to receive them via a PC (or via any other medium).

Looking at the statement again, I think they may regard it as more of an issue of "using television receiving equipment" (in this case a PC) rather than an issue of programmes being shown. You need a TV Licence to use any television receiving equipment such as a TV set, set-top boxes, video or DVD recorders, computers or mobile phones to watch or record TV programmes as they are being shown on TV".

Whenever a new type of equipment for receiving TV programmes is invented, they always change the wording to try to make everyone buy TV licences. Whether or not everyone does so is another matter! ;)
