on line access course

a relative of mine is working abroad and wishes, at some point , to go to university to study psychology type course possibly in the Netherlands.
They have no A levels and are thinking of completing an online access to university course.
Now my understanding is that many uk universities do not accept access course, and that those that do stipulate the courses have to be accredited and modules passed at a certain level.
How do you check the accreditation of an online course and indeed are any recognised by UK universities, let alone European? Is there central accreditation or do individual universities recognise different courses?
As my relatives plans are vague as yet the worry is they will pay for an online course that will be useless as far as a qualification to enter uni. On enquiry the Dutch uni may accept and accredited access course but they are not certain.
I feel that a course where exams are via Skype is one that would be difficult to invigilate and difficult to prove as a valid qualification for university entrance.

An online course is defined as one for which all regularly scheduled classroom time is replaced by required activities completed at distance and managed online.
- A standard definition provides predictability for students and for the course scheduling process.
- This definition is in line with community standards and our peer institutions.
- Online courses allow students to take courses from geographically remote locations, without any need to come to campus (for instance while deployed in the military)

The best way by far, to go about finding out this information, is to ask the uni if it's a qualification they accept.I love adventures. Unfortunately, I don't get to go on them nearly enough. My simple solution? - To indulge in the digital artefacts of the adventures of others. Feel free to indulge in them with me.

Unfortunately the Dutch universities have no experience with this qualification. Fortunately I did find a website where you can check accreditation http://www.qaa.ac.uk/Pages/default.aspx.
It says access courses were designed for UK universities only, although overseas unis may choose to accept them.0 -

Then you need to write to the universities you're interested in and ask them directly.0 -
