Is this standard fobbing off?

I have begun claiming charges bank from Lloyds Tsb account and sent the first letter to them asking for my charges to be paid back. Today I have received the letter I expected saying they are lawful and have the right to charge me etc. There is just one section of the letter which I am worried about as it says:

"The Office of Fair Trading has published new guidelines on credit card default charges. We're still talking it through with them, but the important point is that the guidelines are about 'default' charges that people pay when they break an agreement with us. This doesn't apply to your charges as these were for dealing with your request to go over your agreed overdraft limit. They are not default charges because you haven't broken your agreement. They are out prices for the service we provide in these situation.

They have said they can't agree to cancel my charges.
I do not have a credit card or an overdraft limit agreed with the bank which is what is sounds like this letter is stating. Is this a standard paragraph or is this implying I will not get any money?
