Gateshead have an online CTB/HB calculator which should answer your questions - http://online.gateshead.gov.uk/benefitscalculator/
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

They decide about what benefit is claimed for, not your partner. If youf partner has paid enough NI, then they claim for contribution based. It is only if she/he hasnt paid enough then it goes to income based. That's the rules, there isnt a choice.
make the most of it, we are only here for the weekend.
