Can banks do this or have i lost this money?? I have applied for another loan on the off chance but the bank has declined that..please help..thanks

you haven't 'lost the money' you have paid off a loan early....
And after so long i don't imagine you'd be able to get your loan back - TBH i could understand the bank not wanting to lend you more as you seem to have no concept of how the word of finance work...
And 7k LOAN for a holiday? wow you'll be on the debt free wanna be borad soon.... you maybe need to figure out how to have fun while spending less money....
