I'd go for Libre Office too :)

Me too, but a recent 'government' spreadsheet with macros would only work with M$ Excel

For non-obvious reasons, I had a lot of problems with Libre Office when I recently decided to try it as an 'upgrade' from Open Office. After battling with it for a couple of weeks, I've now switched back to Open Office, which works very well, in my experience, and is highly recommended.

Correct, but the vast majority of Office users do not use macros (or indeed 90% of the advanced features of MS Office). For a spreadsheet containing family history data, Libre Office will surely do the job.

Wouldn't GEDCOM be better for that sort of thing?

    LibreOffice System Requirements:
Microsoft Windows 2000 (Service Pack 4 or higher), XP, Vista, Windows 7, or Windows 8
What exactly is the nature of the problem?
