Help needed with Outlook 2010 on windows 7

My outlook has stopped working. I am unable to send/receiev or delete emails. I have tried to use the scanpst.exe but can't seem to get a handle on it. It goes to outlook 12 on my system but then there doesnt seem to be anything inside that for it to "fix".
Can someone PLEASE talk me through the process (or any other that will work!) so that I can try to fix outlook and use it again?

The PST file should be located in C:\Users\<yourusername>\Documents\Outlook Files Maybe "Documents" may appear as "My Documents".
