End of Tenancy Check Out Fees

We have been informed by our letting agent that in addition to the vast expense we are required to incur by having our rental property, professionally cleaned, carpets professionally cleaned, property fumigated and 100 other things before returning the property (none of which were done before we moved in), we also have to pay them £111 for coming to perform the check out.
Is this normal? I have rented since I was 18 in 7 different properties and have never experienced it before.
We don't object to the cleaning, in fact we had already booked our cleaner to come, although I don't understand why the carpets couldn't be done with a Rug Doctor. But I cannot get my head around £111 just for turning up to sign off an unfurnished property.
Could anyone shed any light?

No it's not normal. The fees sound like they could fall foul of the "Unfair Terms in Consumer Contract Regulations 1999".
What does your original contract say with the letting agents?
Does it make mention of the fees and the amount?
Whether it does or not report the letting agents to the local trading standards with your contract and the letter/email from the letting agent saying what fees you must pay.I'm not cynical I'm realistic
