IB to ESA: Just what is ESA Catch up..?

Someone transferring from InCap to ESA..

"The amount of benefit you get won’t rise until the amount of ESA catches up with the amount of the top-up payment.."

What exactly does this catch up mean..?!

ESA is currently being paid at the same rate as the previous IB was when it swapped over in October.

    Going from IB to ESA you will have transitional protection, which means the ESA will be topped up to the amount of IB you currently get/got.
    Then it won't rise until normal ESA goes over that amount.
