Cost to wallpaper a room

Hi,
I am moving into a flat and would like to redecorate.
In the main bedroom there is some old, thick, spongy type wallpaper - that obviously needs removing before I can decorate.
I am ok removing the old wallpaper myself, but I was thinking of getting someone in to hang some lining paper which I can then paint on.
It will also need lining paper on the ceiling as there are horrible foam tiles that I will remove.
I was just wondering does anyone have a rough idea how much it would cost to get a decorator round to fit lining paper to the walls and ceiling? I think the room is about 3.8m x 3.5m.
Obviously I will get quote's when I've moved in, but just wanted to get a rough idea.

Before you can know that see what the state of the ceiling is when you remove the tiles.
Chances are that it'll need replastering. Depends on the adhesive used but you could be lucky.
