Electricity account set up without knowledge

Sorry but this has quite a bit of background to it so will give you the highlights, any help with this would be great:
I moved into my flat a year ago and called npower to inform them we were switching to Scottish gas, they set up an account for my gas so I could pay them a final bill - final bill arrived, was paid same day as received thought that was the end of that.
2 months later get a bill from npower for electricity - which we have never had through them, call them up to say this must be an error - turns out the electricity meter number they have is 1 digit different from mine, they say to ignore this and they will investigate.
Another letter arrives from npower - they have now set up an account for electricity without my knowledge or authorisation (are they allowed to do this - they used the information I gave them over the phone when trying to previously clarify that they do not supply to the flat?)
Call them once again, they say that they do supply electricity and have done so since before I moved into the flat (the previous owners had paid to Scottish gas which we kept the supply with), take the meter numbers again - I highlight that it is one digit off ours, they say they will investigate and to ignore any bills I may receive.
I am now getting letters asking to clarify my address and gas and electricity meter numbers as their system has highlighted an error in the address (rubbish).
I'm fed up with all of this now and fear that if I send them my meter numbers all they will do is change their system and still chase me for money that I am paying Scottish gas (I've called them regarding this also and they have apparently been in touch with no npower to say I'm paying them - all meter numbers with them are correct)
Any help on what to do would be much appreciated

Who do you think supplies, or at least supplied you on the day you moved in, with electricity? Has that other supplier billed you based upon the agreed start reading from the day your tenancy agreement commenced?
Have you checked that the meter readings to which you are billed are actually your meters? Lots of people on here, especially those in flats where meters for all those in a block are often grouped together, have found they are being billed based on someone elses meter.0 -

If it's not your meter, then I can't see them pursuing you for the consumption.
If nPower have supplied through that meter since 2010 and think its related to your address, I'm not sure why they have not sent you several bills over the past year.
Also I wonder who in your block has not been paying their leccy for the last 2-3 years?
Anyway, just demonstate to them it's not your meter and I'm sure they'll sort it all out0 -
