PIP Face to face consultations - For those who cannot attend?

Hello,
I have been reading the PDF on this page which explains allot about PIP:

If you read the PDF or have done it will give a great insight about PIP.
I am making this topic in regard to those who cannot attend the assessment / consultation due to health and I quote the below.
I got a home visit regarding my ESA as I could not attend the assessment so my main question is; will they make special cases for home visits to the people who cannot attend?

So according to what information we have there is no information about a home visit for the assessment, it all goes on as if you have to attend the assessment and are encouraged to take someone with you. I am unable to attend the assessment (Wherever that may be)Face to face consultations will involve health professionals who will consider an individual’s personal circumstances to understand how their condition or disabilities affect them. Claimants are encouraged to take someone along to the consultation for support – they can take an active part in the discussion.

I can't see why they would not do home assessments - there is nothing in the document to imply this would be the case.0

it also appears that as with esa some pip transfers will be paper assessments0
