On 13 October I parked my car on the Severn Car Park, Mill Street, Bridgnorth, Shropshire, which is managed by Creative Car Parking / Civil Enforcement Limited. Judging by previous posts on this site, this is a particularly notorious car park. When I arrived, a lady who was leaving the car park asked me if I would like to have her ticket as she had paid the charge until midnight on that day. I thanked her very much and thought nothing more of it.
To my surprise, 3 weeks later I received an invcoice from Civil Enforcement Ltd saying that I owe them £70 - reduced to £35 if I paid within 14 days. The car park is nothing but a piece of dirt ground outside the town that used to be free. I had no intention of paying, then in November I received a further invoice "Final Reminder Before Legal Action". I have just received a 3rd correspondence from the "Debt Collection Team" saying that they intend to submit to Northampton County Court, but if I wish I can still pay the Parking Charge Notice at the reduced rate of £35 over the phone.
Given all the adverse publicity, I am surprised this company is still in business. I notice that on their correspondence there are no names of authorised individuals, the Liverpool address is not their registered company address, the phone number has a Nottingham STD code and yet the correspondence comes from London NW9.

Is it 'Creative Car Parking' or 'Civil Enforcement Ltd'? I thought they were two different firms, neither of whom would normally be 'offering' a reduced payment as low as £35. Not that you should pay of course!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Correspondence is headed with the name Civil Enforcement Ltd. It appears that Creative Car Parks and Newlyn are part of the same company. The invoice definitely says a reduced payment of £35, but there again it isn't much of a car park.0

Not quite sure of the different companies and who owns what, but newlyns are complete and utter scum, can you come back with what they say in their demands. Specifically if they mention they are a company of bailiffs then a scan of the letter minus your details but leave the full date would be great.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Creative Car Parks/Civil Enforcement are part of the Gary Wayne stable. They have never done court. Although CE are nominally based in Liverpool and show a Nottingham telephone number on some of their documentation the truth is that it is actually based in a slightly run-down, small business park in Colindale NW9. Mr Wayne has been making his money from private car parking since at least 2005 and CE are well known here.
Newlyn are an otherwise separate entity and are simply a debt collector. As with all debt collectors they have all the accumulated powers of a coiled slug and can only ever ask you to pay up. Of course, they use all manner of veiled threats and offers together with half-baked legalese to encourage you along but what they never want you to know is that they are actually powerless. After all, that would see an end to their business.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I just had a Civil Enforcement demand today - I went into the same car park in Bridgnorth to look at a map and then decided to have a sandwich while we sat in the car. Only there 20 mins - after reading lots of web about this firm Im tempted to ignore it. Do the changes to parking on private land in Oct 2012 affect this though?0 -
