Damp solum causing bad condensation....help plz!

Title says it all....basically I let an old cottage which has become damp. In the last year or so.
I've had a timber specialist company take a look and say it is bring caused by a wet solum due to periodic flooding in heavy rain - and that the moisture is rising up through the floor into the living areas.
They are recommending sealing the solum off with a water vapour membrane and installing a sump pump should the solum ever flood.
The quote £4800 inc vat For 60m2 floor area. Anyone able to offer more advise? And an opinion on the quote I have would be good!

Get a structural engineer to come and tell you what you need, you will have to pay for that but at least then you will know you are buying the solution you need, not the solution someone wants to sell you.0
