ECAR witholding no claims bonus

My Husband cancelled his car insurance with ECAR in November and he had his confirmation etc from them.
He sent back his Insurance certificate with a letter asking for proof of his no claims as his employer needs it asap. I have also emailed them numerous times asking for it but so far not even an acknowledgement!
Is there other route to go down where he can get a third party involved to help get his no claims? Also they are witholding money that he has overpaid!
Not really sure where to go with it now as they are ignoring us and their phone number is a super premium rate one

Yeah we tried ringing one of those before and all we got was a recorded message saying something along the lines of they won't answer any calls until they have dealt with all email enquiries, was on hold for 50 mins before the husband hung up. Funny though that they never seem to reply to many emails!

Why are they witholding the no claims and money?
Are additional cancellation fees due? Or other payments?
More info needed.
Depending on the premium and timing you may owe more in cancellation fees than the refund in premium.Censorship Reigns Supreme in Troll City...0
