Used pay by phone and still got parking ticket

Well I used the paybyphone parking service that my local council have and low and behold when I got back to my car I had a parking ticket, even though I was back way before my time expired. Anyway I appealed this, and the appeal was rejected, apparently because the car park was closed to the public on the day in question, and the council included a photo of a pay meter which was covered by a green bag and also a sign next to the meter saying that the car park was closed. I never seen any sign on the day in question, as I did not go near the pay meter, since I was using paybyphone there was no need to go near the pay meter, and there were no other visible signs stating the car park was closed. Therefore, is it not the fault of the paybyphone company, for not telling me the carpark was closed that day if it was ? and in the photo the council produced the pay meters were covered its true, but the sign above still showed the number to phone for paybyphone and also the carpark number, should this have not been covered also ?
I don't know if I am going to appeal again as it feels like talking to a brick wall. What would you do ? appeal or just pay the fine, I have 14 days to pay at the reduced rate of 35 pounds.

I would give https://www.pepipoo.com a shout on this, they know how to handle council tickets.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I would appeal ANY Council ticket all the way to adjudication. Most people win in the end but the Councils do not tell you that and sadly people think like you did, that it may be pointless. It's not, but it's a long game (a few weeks/months as almost every first appeal is rejected, because they want your money...).
