Invalid Care Allowance and Tax

I have been in receipt of ICA for a number of years (my wife has a condition which requires care assistance and will do for the rest of her life) during which time I have never had an income above the allowable weekly limit. At present my income is £84.00 per week and the allowable figure has just risen to £87.00 per week. The Invalid Care component has just risen to £48.65 per week and I have just noticed on the latest letter received from ICA that this benefit is taxable.
Possibly this has always been there but I had never noticed it in the past.
I cannot believe that the ICA component and the allowable wage are structured in such a way that one is liable to being taxed on the total but I am beginning to have my doubts.
Any information to clarify this situation would be most welcome as I would wish to get things on a correct footing and clear any outstanding liabilities before they get out of hand.
