Heating problem on my new (used) Fiesta

Hi guys, I've picked up my new car today, an '02 Fiesta Zetec, 1.4l. It's my first car and I'm over the moon with it, but there seems to be a problem with the heating.
So when I get in, I can clear the condensation from the windscreen no problem using the controls, but not matter what I select on the heating control knob, I only get a trickle of air out of the other vents, even when it's on 4.
The vent under the windscreen is a powerful jet of air, but I don't really get anything out of the front vents or the ones at your feet.
When I turn the heating control knob, rather than clicking effortlessly from setting to setting, it seems like its on a spring and I'm fighting to turn it from setting to setting and it naturally wants to "spring" back (if you know what I mean!?).
Any idea's guys, is this a problem with the car or am I being incredibly stupid!?

Er usually you have to pick which vents you want air to come out with. So my Mazda3 I can pick to me/to me + feet/windows + feet/windows.
And usually individual vents have options to close and open them.
Like this (the right hand one, got little pictures of where the airs going to come out)0 -

That's the one! My Fiesta's got the same dial on the right, but rather that switching smoothly from each option as you turn it, it's like you're winding an elastic band and if you let go, it tries to to go back. For example, if I turn it clockwise, it seems to get harder and harder to turn and when I let go it turns anti-clockwise.
And even if it does stay on one setting it doesn't alter the fact that the air comes blowing out of the vent under the wind screen but nowhere else.0
