new child benefit rules

My son works abroad for most of the year and so does not pay income tax. He earns more than £50000 and so his wife should lose her child benefit when the new rules come in - or (as I understand it) if she keeps the child benefit he should pay more tax. But how can this be calculated if he doesn`t pay tax?!
