When you say "went past mobile transit camera van" I assume you know this because you were in the vehicle. If you weren't in the vehicle the garage employee must have told you.
If a garage employee was driving then you must have a description which enables you to get a name. Do the garage have signatures on their receipts?
Just out of curiosity, how do you know your vehicle went past a camera van while not MOT'd?0 -
ANPR checks INSURANCE, MOT,Vehicle status such as VED and registered keeper status i.e licence revoked, banned driver, aswell as any flags or markers such as vehicle known to carry drugs.

ANPR does not check the status of people, the clue is in number plate ie vehicles.0 -

If it was an ANPR van doing checks there would of been a couple of police cars/vehicles nearby to pull over the vehicle in question. More likely to have been a speed camera vanSealed pot challenger # 10

They have 14 days to serve any fixed penalty notice by post from the date of offence on the NIP.
So if you see someone rooting on the tip at night, they are usually looking for the envelope the Penalty Charge came in, they do serve them late, it's up to you to prove it was late by keeping the envelope.
If you do get one inside 14 days, it will ask for the drivers details, here you fill in the garage man's name.
DVLA penalties are Civil and with a bit of research you soon find that those who batten down the hatches just end up with toothless debt collectors pestering them pretending to be bailiffs.Be happy...;)0 -
