What boiler thermostat setting?

On some boilers the thermostat dial just shuts off the boiler once it reaches temperature
It won't affect the volume of gas being burned. Most affective use on old boilers is to have it on max and make sure the pump speed and radiator balancing is correct so enough heat is extracted before it returns to the boiler. If you have trvs and the lockshields are as hot as the flow once some rads are off you may find the boiler cycles a lot.0
