Chrome bug -click on tab, opens new window

When I'm using Chrome with a number of tabs, when I click on a tab to view it, often it will open in a new Chrome window.
Is this a bug, is this meant to happen, do other people get this ?

Are you clicking and dragging by accident?
Dragging a tab away from the top bar will seperate it and make it pop open into it's own window0
