Pet birds in cage surrounded by flashing Christmas lights

I'll come clean - I'm biased in that I hate the idea of any pet in a cage - whether it was 'bred for captivity' or not.
A neighbour seems to have required some birds which she keeps in a cage on her window. She also has twinkling Christmas lights around her window. I thought she would have moved the cage, covered it or switched the blinking (literally) lights off! But no.
Is this wrong do you think?
Perhaps it's me... :(

    Totally and completely wrong and thoughtless in the extreme.The fluctuations in temperature from being beside a window are very bad for birds,who cannot escape,but then to have flashing lights like that,well it is just plain ignorance.

    And yes,i also hate birds in cages,animals in tiny hutches and fish in bowls.They have legs,wings and fins for a purpose,so to keep them confined is horrible.
