Redecorating a bathroom

The OH has has persuaded me to give up a few days over the holidays to redecorate the bathroom 
It was last done about 4 years ago. The ceiling paint is peeling especially about the shower area. I have given the whole ceiling (approx 12 sq metres) a sanding but its left the ceiling in parts scaley (similar to fish scales).
Could I use a filler or lining paper over this and then paint? Probably take 2-3 days for the whole bathroom including painting walls.
Or should I get the ceiling paper off (looks like lining), fill and prime before painting? 4-6 days.
Ideally, I would like to avoid a decorator and save.

lining paper in a bathroom not a good idea there is far too much moisture in there to use thatI'm only here while I wait for Corrie to start.

The shower will generate steam and this may cause lining paper to come off - it's basically how a wallpaper stripper works.
You're going to hate me for saying so but you're best off sanding back, filling and sanding until you've got a decent finish, then painting with an oil-based paint to reduce moisture transmission.
You might be ok with lining paper, you might be ok with emulsion, but you might not - is it worth doing poorly and having to do it again in a few years?0 -
Strip back to plaster then use silk emulsion.
