So I got an email from Ebay:
MC006 NOTICE: Non-Selling Seller
It has recently come to our attention that your account has breached our Seller Non-Performance policy.
We realise you may not be aware of this rule. We respectfully request that you refrain from this activity in the future. This is an informational message and has no negative effect on your account but repeated breaches of this or another policy may result in the suspension of your eBay membership.
I replied to them saying that I didn't know what they were talking about. So they sent this:
Thanks for you reply regarding the warning we have sent you. I understand you're concerned about the warning you were sent and I'm happy to explain further.
I've checked your account. This warning was for breaching our policy on Seller Non-Performance policy.
Rest assured that we don't warn a member unless we're confident they've breached an eBay policy. We investigate reports thoroughly and will not take action unless we have the relevant evidence.
We realise you may not have been aware that this was against eBay's rules. For more information on this policy, please copy the following link into a new browser window:
http://pages.ebay.co.uk/help/policies/seller-non-performance.html
I assure you that this warning doesn't affect your account at the moment, however we respectfully request you refrain from this activity in the future. Breaching this policy again could lead to suspension of your eBay membership.
I hope this helps to clarify this matter for you. We appreciate your cooperation.
So there we have it. I've been found guilty but I'm not being told what I've been accused of and no enquiries have been made of me to ascertain any facts or allow me to defend myself.
I have sold five items recently (the only items I've sold this year), two of them were non paying bidders and one of them is trying to return a brand new item saying it is used, see here: https://forums.moneysavingexpert.com/discussion/4340213
"A man has no right to know why he is guilty. To ask such a question merely confirms his offence. His existence is the only condition required for his guilt. Ebay has determined this."

You haven't left a false positive for one of your non payers by any chance have you?
Other than that your buyer in the thread you mentioned might have made a formal complaint that you sold a used item as new, as that breach would be covered by this warning as well.

i would imagine looking at your post that the buyer of the camera has reported you as a non performing seller due to the dispute .0

None performing seller also covers "refusing to sell at agreed price".
Maybe non-paying bidder as claimed you refused to sell.
But you must be guilty - cos your a seller.
You didn't buy the camera from say argos or Very did you? They defo re-sell items returned under their home approval policy.0
