We have always been allowed to paint as we wish. Luckily we are not into bright colours so usually it is kept neutral. But we did paint one room a burgundy colour under the dado rail once. It matched the style of house and fireplace. The LL was fine but asked us to repaint if we ever left. Then a couple of months later he decided not to rent any more. With two months to find a new place to live, repainting a room was the least of our priorities.
Maybe since you evicted your tenants they felt the same.0 -

Tenants have control of access to the property so the landlord does not necessarily have permission to view the property during their occupation of it. So no reason why the OP should have seen internal walls at any time during the tenancy.0 -

I've got a 'no painting/ wall papering without landlord consent' in my rental agreement. This is because the previous tenants decided to paint everywhere a dark red colour - including the radiators! It took the landlord a bit of time to overpaint everything magnolia and buy new radiators.
When it actually came down to signing the rental agreement the landlord said as long as you don't go mad with colour its ok. I've painted the house in quite neutral colours and the landlord has agreed but this is a long term rental. I've rented places before where I've been allowed to do nothing to anything and had to live with magnolia walls for years.0 -
Magnolia is a good LL colour because you can get the trade paint in large tub versions, making it cheaper per litre. Also easy to touch up (although I think different brands have slightly different shades!).
When I bought my house 2 years ago I vowed that I would never live in a 'magnolia' room again, having had it forced on me through many many years of renting!!0 -

I think the issue is that a tenant should not expect to repaint walls any colour they like.
But in practice its a question of being fair to the tenants and the landlord. I have no objection if a tenant wants to repaint a wall in a reasonable colour that matches the carpet (saves me the expense) I am fairly relaxed if they are good tenants and want to paint it an unusual colour provide they agree to return it to the original. But I would not agree to a dark colour that cannot be easily overpainted.Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.0
