On the following listing there is a multi tab towards the bottom of the listing page with 'Shipping', 'Payment', 'Customer Service' etc..
Is there a place on-line where I can create this myself so I can chose different colours, different headings and text etc?

Perhaps, but they may still ask the police or ATOS/ASDA or whomever deals with these things nowadays to investigate. eBay Inc may even try to get you rendered to the US to answer the charges in front of a grand jury.
