Worcester Bosch Greenstar 37CDi combi boiler

We had the above boiler fitted in 2008.
Recently, the hot water temperature has started to badly fluctuate, most noticed when running a bath, although our older shower was also affected ( newer shower is fine, possibly less powerful).
It will maybe be ok for upto a minute and then temp will drop to just above cold for maybe 20-30 seconds before starting to reheat and be okay for another minute or so and the cycle will repeat.
The bath temp is possibly okay when flow reduced quite a bit.
Anyone any ideas what the problem could be ( please don't be expensive!) from that vague description -

Blocked plate heat exchanger on the system side.
Needs removing and chemically flushing out.
Probably around £100 + VAT and a PITA being a Worcester.0 -

Did the installer fit a scale inhibitor on the cold feed to your boiler ?
