Laptop preinspection and creating back up??

I've just ordered a laptop from Debenhams and have received this email from them.....

The laptop you have ordered does not come included with back up recovery system for the Windows 8, which are quite important.



You need a copy of the operating system on a USB stick in case your laptop crashes, you get a virus or you need to restore it to the factory settings.



The manufacturers dont include them any more for copyright reasons.



You will need to make your own as soon as you switch it on, it will prompt you to do so, so make sure you have a 32GB stick ready as they can take up to 4 hours to make, or we offer a service where we can make them for you.



This service costs £20.



This could be beneficial to you as it will save you some time, and if you arent very technical.



Would you like us to make the recovery USB for you?



We do recommend we make them for you because if you have any issues making them yourself, we wouldnt be able to help then and the manufacturers charge up to £71 for them!



I would like to offer a service to you we offer called a PRE DELIVERY INSPECTION, we do recommend it on laptop of this value.
The laptops get sent straight from the manufacturers shelves to your self and they dont check every one, so we check it and set it all up for you, saving you quite a lot of time.
The main thing we check for are permanently lit pixels on the screen, which sometimes happen on LCD screens, they cant be repaired and not classed as a fault under warranty unless there are 5 or more.
The screen still works but where a pixel is missing it leaves a coloured or black dot that doesnt change and these are not covered under warranty.
If we find even 1 dead/lit pixel, then we wont send you that laptop.
We also check it for any faults, do a full hardware check including checking all the keys, touchpad, ports, a full audio and wireless test, load and update all the included software and operating system updates, so it comes to you all set up and ready to go.

So I have a couple of questions....Is it easy to create a recovery system (I'm usless with techie stuff.) They are saying us a memory stick, would a disk be better? The laptop has a dvd player. And should I have paid for a preinspection? Do I have rights under the distance selling regulations that I can return it if I am not happy with it?
Sorry that's more than a couple of questions.

The laptop is an Acer Aspire V3 571G i3 3110.

    It's an absurd waste of money to pay them to do all this-though £20 to do all that is not a lot, so I don't believe for a minute that they would actually check all those points.
    If you can operate a the laptop, you can make your own recovery disk. It should come anyway with a Factory Restore partition, which will restore the OS (not data).
    If it has faults, you can return it under warranty anyway for repair.
    I have to ask-why are you buying a laptop from Debenhams?
    No free lunch, and no free laptop ;)
