Won on Ebay but doubt it was sent...

                    I bid for an item on Ebay on 2 weeks ago and won. I was the only bidder so won at a low bid and paid for the item which included recorded delivery.
I waited for 1 week after the shipping date before emailing the seller to check that they had posted it. They replied that they had but if I didn't receive it the next week to contact them. It's now nearly 2 weeks and I still haven't received it, although during that time I've bought many other items off Ebay and received them all.
I've checked if it was sent recorded and now the seller is claiming that they have probably discarded the receipt! They have offered to refund but i've not received it yet. I'm new to Ebay so don't want to rush into posting negative feedback but I'm beginning to suspect that the seller hadn't expected the winning bid to be so low (although it was a used item of clothing). I also don't think the seller posted the item.
What is the best thing to do now? Do I claim from Ebay? It's really disappointing to not receive something - I was so pleased to have won it.

            Yes, open a claim if you're allowed to do so. It might be that the item was sent but then again, it might not. The onus is on the seller to prove that it's been received by you - not just sent.Addicted to saving money :j (or just tight)0

            I always think that, in these situations, people assume that the seller hasn't posted their item.
Most sellers are genuine, and things can go astray in the post.
A few months ago something I bought through eBay didn't turn up.
I contacted the seller, and she confirmed that it had been posted, but she refunded me, and was going to claim the loss from Royal Mail.
A month went by, and my missing parcel turned up. The seller had put the wrong postcode on it, causing the delay. I made the payment again via Paypal, and we were both happy. And I left good feedback So things can genuinely go astray in the post.
In the OP's case, it's the sellers responsibility to get the item to the buyer. It's nothing to do with the buyer that the recorded delivery receipt has been thrown out. As a seller, I'd ask the buyer to check with the sorting office and neighbours to see if the parcel is there, and if not I'd refund, and swallow any loss.
If a refund is not forthcoming in the next few days, I feel a case should be opened.
Normally I'd say open the case now, but as it is Christmas, maybe a few extra days should be allowed.Early retired - 18th December 2014

            As long as a refund is forthcoming in a reasonable period of time, negative feedback is a bit OTT. If I had to open a dispute, I'd leave a neg. If I didn't, and got a refund I wouldn't leave any feedback (not got anything other to say than was refunded promptly for INR and I'm not playing that game that some sellers play called 'hunt the scammer'). If I got the item I'd just repay the seller or let them know it had arrived and leave a positive.
You can probably afford to wait a week, but if neither refund nor item arrive by next Wednesday, give the seller a nudge. I go via PayPal. Feedback you can leave once the claim is sorted if you wish.Everything has its beauty but not everyone sees it.0 - 
            Well I opened a case (I probably would have waited if I'd read all the replies) and received, what I guess to be a standard Ebay response, to try to resolve with the seller first.
I will leave it for a few days then and hopefully will receive a refund.

            Seller "lost" the receipt, which would have had a tracking humber showing where and when it was posted. A trifle contrived for me.0

            I'm afraid I don't find the unlikely combination of an item 'lost in the post' and a 'lost tracking number' at all convincing.
