Sewage smell

Hi,
We live in a ground floor flat and have been having the smell of sewage pretty much constantly for the last maybe four months. We contacted Severn Trent Water who came out looked at the pipe which leads to the drain and from where the smell is always the strongest.
They had a look at the drains and said one of them was partially blocked and asked that we call the council to sort it out.
Long story short; council say that they have sorted it however the smell still comes, and it is much more offensive and lasts longer as well as now in the bathroom and toilet which are on the first floor. Whereas before you could only smell it close to the pipe: the hall and the closet the pipe can be accessed from.
We didn't see anyone from the council come and do it though. Also because it was a communal drain the workmen will not contact me, not even to show them which drains were blocked.
Can someone please help?

    Why not contact the council, state the issues, and your concerns. Oddly enough councils are sometimes very good, it all depends where and who. My experience is that they are scheisse in poor areas, probably because they have less income per head of population. Anyway, rant over.
