Local Council--Question Re Dates

My Wife works for a local council where the budget cuts will result in some hundreds of staff leaving on a combination of volantary and compulsory redundancy.
As we understand it she is now in a consultation period and staff have been told that letters will be sent mid February to those staff who will then leave 3 months later in mid May.
My wife is interested in volantary redundancy but she, and many other staff, are due a pay rise on April 1st. Also, for my Wife, in April she would have completed another full years service which would give her a higher redundancy amount.
My question is will staff who leave in May, either by volantary or compulsory, have their redundancy (and pension) based on the day they leave in May or on their pay and service on the day the letters are issued in mid February.

Service for statutory redundancy should be based on the termination date, allthough in some cicumstances this can be a later date upto a maximum of the 12 weeks statutory notice.
In most cases the payouts should be based on the pay at the date of termination allthough in some cases if this is lower than "normal" pay this may be used.
When there are enhanced pakages these can have just about any rules but good practive if service based to use the same service as statutory redundancy service.
THe way the council calculate payments should be well documented and they should all be given these ASAP it is part of the consultation process, ask when this will be done.0
