Study & Benefits ?

Hi Please can anyone offer any guidance / advice on our query...

My son is 26 years old and, in 2003, had just completed a degree when he became ill and was diagnosed with MS. Three years on he is now in receipt of Incapacity Benefit and Disability Living Allowance. In order to increase his potential to be able to work (possibly from home around the symptoms of his condition), he recognises his need to re-train (possibly at degree level) as his original degree is now incompatible with his condition.

His enquiries with universities so far (including Open University), show that, as he already has a degree, achieved before his disability, he is not now eligible for any help towards funding or fees for such study, and without such funding he cannot afford to self fund.

It seems, when he is trying to achieve study - which would hopefully enable him to earn an income (hopefully reducing his need for benefits) - it is both obstructive and wrong that he (and others in his position) is being penalised for having studied, prior to his disability, even when that career path is no longer viable for him to earn an income.

Can anyone advise on this situation or with any advice or information on possible solutions.
