Refund for non-delivered but signed for parcel?

New one to me, purchased something on eBay, it never turned up. Waited the 14 days then checked in with seller, they verified the tracking information as it was on eBay. When I check through RM track and trace the proof of selivery showed it was delivered and signed for. The printed name my name and the signature was not mine.
Basically the EPD showed delivered and signed for but not by me. Now, having done all the checks, it was not left with any other member of the household, nor any neighbours. There was no card left at the house etc.. I contacted RM and nothing was at collection office, I emailed RM and they've advised me to fill in a P58 form.
I've filled these forms in before but not under these circumstances. My question is how do I got about this? Should I start a claim through paypal first or send the form to RM first and then what?
Obviously if I start the paypal claim the buyer will provide tracking that shows it was signed and delivered albeit, possibly falsely. Do I just sort the claim all through RM, can they compensate me the buyer for the costs or will it be a case of clear it with RM then paypal claim?
I'm worried the RM back and forth will mean I loose time quickly and will miss deadline for paypal claim.
Sorry all new to me with this one, any pointers appreciated.

I'm basically going to be saying (in the p58) that I never received the item although it states it was delivered and signed for (possibly fraudulently or not at all). Then add it's not been left with anyone else. I was going to provide proof of household signatures but to be honest thats pointless, anyone can sign anything.

Your first port of call should be with the seller.
Get them to confirm what address they dispatched to.0 -
You should not be contacting Royal Mail at all, as you have no contract with them. The only person you should be contacting at this point is the seller. If the seller is unresponsive then you can open a PayPal claim.0

Sorry, I had contacted buyer already and they confirmed correct delivery details. I've filled in p58 (x2) because I've had a similar issue with another order, in this case it was left outside and signed for... p58's are on route so i'll see what happens.0

Don't think about the wait too much, you'll drive yourself nuts. It could be anything up to a couple of months.0
