Struggling with HFC PPI claim and would be grateful for advice.

I made a complaint about missold PPI to HFC relating to 2 revolving credit accounts which were repaid in 2009, having paid a ton of interest and PPI over the previous 7 years.
The response from HFC was that they are unable to investigate the complaint 'because the PPI details for the account are no longer available on our system. In order to investigate this further we require you to provide us with the Loan Agreement Form and your HFC bank statements showing the account had the benefit of PPI.
If any payments have been made other than those which show on your statements, please provide proof of these, as should we uphold the complaint,we will base our redress calculation on proof of payments that have been provided only.'
I have the agreement and a few statements which I intend to send in. I also have a record of payments from online Experian and confirmation that the loan was settled . Meanwhile, I am continuing to look for any other evidence However, they have made it clear that should they uphold the complaint... it will based on proof of payments that have been provided only.
I am surprised that HFC have no record of an account that was only closed in 2009 and quite frankly am shocked at their record keeping.
I have sent in a SAR request and am waiting for a response from HFC on this.
I would really appreciate any advice on this.
I have the loan agreement.
Am I within my rights to request the name of the underwriters of the PPI and try to check the account with them?
If I do not find all of my HFC statements and only find my own bank statements, do I have a case.
Any ideas on next steps?

I got exactly the same letter about proof of payments.
I had provided a copy of the loan agreement, which has a pre-ticked ppi check box.
Would appreciate any advice too.0 -
