The Animals Act 1971 makes a “keeper” of a dog strictly liable for damage caused by the dog in certain circumstances. A person is a “keeper” of a dog if they own it or have it in their possession. The Road Traffic Act 1988 covers dogs involved in road traffic accidents and also makes it an offence for a dog to be offlead on a designated road. However if a dog runs into the road and is hit or causes an accident there are a number of steps that must be taken. Firstly the driver of the vehicle must stop and the owner or person in charge of the dog can ask the driver to supply their name and address. If the driver is not the owner of the vehicle then he must supply the owner’s details if requested. If a driver refuses or fails to stop and give details they must report it as soon as possible, at least within 24 hours. Failure to do so could lead to prosecution of the driver unless the magistrates believe the driver was unaware of the accident.0 -

Actually - Drivers are taught (or at least used to be) that you should not stop or swerve to avoid hitting a dog on the road unless you are 100% sure it is safe.
Stopping or swerving on a dual carriage way to avoid hitting a dog is considered likely to cause a car accident and human lives are (correctly) considered more important than dogs!Weight loss challenge, lose 15lb in 6 weeks before Christmas.0 -

BUT. It's a !!!!!!! animal. There has to be someone psychologically wrong with "animal lovers" who treat animals like humans. Pets are replacable, you shouldn't need time off work be bereave over your dog. Sure I would be bummed out if my cat died. I'd have memories of my cat and stop and think about my cat often, but it wouldn't stop me living my life. It would not stop me from carrying out my responsibilities.
Anyway; rant over.
OP your isssue is with the dog walker not the owner. Just like if a teenager was driving their parents car and got into the accident. You wouldn't chase after the car owner, yo'd chase after the driver/
PS - I agree with you - when will people learn that an animal is not human, they are different, yes get attcahed to your pets by all means, but if you get a pet remember they are going to die at some stage as tehy ahev much shorter lifespans than humans!

again if a sudden change in direction by the dog striaght out into a car doing 30MPH 10-20 feet away no chance of stopping the vehicle, people think emergency brake means car stops dead as soon as brake depressed hard if this was the case stopping distances wouldnt exist YOU CANT STOP A CAR ON A PINS HEAD.
people like you who think the life a dog is more important than a life of a human being should have their heads read.
in another scenrio of swerving:
there would be no way would i swerve to avoid a dog on a dual carriageway.
ive seenpeople swerve to avoid squirrals! and nearly come headon with traffic or pedestrians its lunacy!
accept that acidents are sometimes unavoidable.0 -
