The procedure in my eyes would be:
1) Get three estimates
2) Forward to the parents with a note asking them to inform you of their household insurance company details
3) Contact your insurance company with the details given re their insurers
4) If no response is received from the parents, issue notice of County Court proceedings if payment is not received within 7 days
5) Commence court action if payment is not received.

That still doesn't mean the OP should be out of pocket. It's not even just the cost of repairs, if they go through their insurance, it will be on their record for five years and may cause increased premiums.
If people aren't willing to cover themselves they shouldn't on the road - the laws for cyclists should be changed - if they want to share the roads, they should share the insurance burden so that drivers aren't out of pocket on such occassions.Not buying unnecessary toiletries 2024 26/53 UU, 25 IN0 -

Nope, we were barely moving, we were waiting to pull out into the main road. Rightly or wrongly he was riding down the pavement (whether or not he was 'flying', 'wearing a helmet or protective gear' does not matter). This does not mean that you did not cross his path and thereby cause the accident.
In your original post you stopped but now you were barely moving (and waiting?). Please forgive me for playing devil's advocate but I wouldn't push it too far unles you can get the story right and be confident that it was somehow the kid's fault.
