Who'd want to burgle a cold water tank?
Have you seen the way the water rates are going up these days ?

Doesn't really matter and I wouldn't bother insulating unless your roofspace has high arctic conditions. Its pipes exposed to nice cold drafts that freeze. Never really seen the point of those silly plastic bag thingys tbh. The main point of the cover is to keep dirt, dead birds, rats, burglars etc out of the tank.

Would 3mm thick ply be adequate? or 9mm MDF be better?

It's only to keep the dirt out so ply or Mdf makes no difference. Which is cheapest, do you have anything hanging about the shed. If it's a bit light put a brick on top of itLiverpool is one of the wonders of Britain,

I'll need to empty the tank in order to get all the debris and muck out of the tank. Our house is fully electric and uses Economy 7. Is there any risk that by draining the tank the debris can block pipes etc leaving us without water? Also, would this cause problems with the economy 7 immersion heater etc as it will be this evening when we will want the heating on?Thanks0

If the tank is really old with loads of muck in it, it might be better to see what a new one costs. I changed our old steel one but after struggling to move it to the loft hatch realised it was to big to get out. MDF is too much hygroscopic to my mind thats why I said ply. 3mm is a tad thin but at least it'll keep any contamination out if thats all you have.
